ID3Point - Command-line ID3v1 tagger
I wrote this a few years ago and I've used it extensively. It was the inspiration for PSFPoint. And now, it can inspire you, too!
ID3Point works on a variety of platforms and is GPL licensed. A 32-bit Windows binary is included.
